Janitorial company has employee that is accused by property management of stealing three televisions. Property management has sent janitorial company a bill of $7,000 to pay for stolen items. Does this constitute a financial loss to the company?

IMHO - No. The loss is to the owner(s) of the property or owners of the tvs. The janitorial company has not suffered a direct loss by simply being billed. Much like personal property of a guest stolen from a hotel room, I wiould think. No direct loss to hotel.
